Different states have different labels on marriage certificates. Washington State has bride and groom. It's pretty likely Hawaii has the same.

The most logical explanation to what is going on is that Obuko misunderstood the request and thought she was being asked for index data on Obama and his parents. The only index data she had for his parents were related to their marraige, and so that is what she released.
