Step 1. Trade in the Remington 597 for a Ruger 10/22.I was considering the 10/22 first. But when I went shopping, the store had a 597, and was out of the 10/22, with no real idea on a new shipment. Price was really not a factor about 20 dollars difference between the two.

was out of the 10/22 The 10/22 is very dependable.
I have been in gun shops that were out of it. The owners told the customer of another gun shop that might have 10/22's in stock.
What happened to you (sold out) has happened many times since the 10/22 was introduced in 1964.
Somethings are worth waiting for.
There is a reason why the best plumbers are always busy.

It may become impossible to buy any ammunition not stocked by dealers.
I guarantee that it will be possible to buy ammunition in California without going to a licensed dealer or jumping through a single one of the requirements listed in this article. Might violate CA law, but it will be possible.

Yep. Then certain calibers become scarce, and therefore expensive. Primers, reloading equipment, powder is next...

Good ol' Federal .22LR works fine in my Marlin. It's available at any Wal-Mart, if they have it in stock. I don't like Remmington .22 ammo; it misfires in mine as well.
