Are you saying that a person who went to visit Aunt Biddy in CO, picked up some ammo online and was heading back to CA would be stopped and checked? Every single person? Now,call me cynical....

Cali is very fussy about produce entering the State. Could mess with their agriculture if pests got through. Haven't been there in awhile...and God knows there's no reason to go...but I remember going through checkpoints as a kid.
Now, if some enterprising dingbat in the CalGov were to initiate a State Tax on ammo, well, checkpoints at the border might make sense...catch those tax evaders, and use it as an excuse to hire a few hundred stooges on the State payroll.
