OK, so let's substitute marriage in this subsection with the declaration stated above ... OK, so let’s substitute marriage in this subsection with the declaration stated above ... This state or a political subdivision of this state may not create or recognize any legal status identical or similar to the union of one man and one woman.

So, what is not clear about that?
