Fluctuations most likely due to the natural wobble of the Earth.
Or a universal change in the magnetic vibrations. North pole could be a warming positive pole ( as in + and - ).

There’s an ebb and flow to everything on this planet. Tides, seasons, winds, climate changes... A chart off- center is fine... when - like yours - it’s telling a truth.
