I am pretty sure that is Internet myth!
It supposedly happened during a debate with Keyes
Keyes has NEVER acknowledged that Obama made such a statement! I think since he was a plaintiff on one of the eligibility suits he would have mentioned it & provided documentation.

I am sure that somewhere there is a transcript of that debate, again if Obama had made such a statement it would broadcast everywhere.
