My understanding is that the boy was not actually suspended ... suspension was only considered by the super-sensitive zero-tolerance wacko principal.

This is the problem with zero tolerance rules. Common sense is thrown out the window. If the kid ate his PB&J sandwich in such a manner that it looked like a gun would the school administration go nuts?
I am so glad we homeschool, if the kids want to go out to the range and shoot during the day, well they can.
