I guess this New York assemblyman wants to ban the ocean touching NYC's shores and the Red Cross from storing and dispensing blood since both are basically just salted water.

It's not so much the low IQ of these morons like Ortiz, it's the stupidity of the voters with their hands out who keep re-electing them that's the problem.
