No. There just isn’t much a president could do that would get him arrested and its probably a good thing in a sense. That’s the sort of thing that happens in 3rd world hellholes and not the sort of thing we should aspire to.
Its kind of like the birth certificate issue. I don’t believe he’s legally there but I know that he won’t be removed over it. There are other means of correcting the system that can actually be implimented but even his most ardent opposition won’t try to remove him.
This question should have been answered during the Clinton administration, but wasn't. The presumptive answer, based on Clinton's activities, is no.

He could not be arrested, but he could and should be impeached. If Obama were to sign such a “bill”, I would advise Republican congressional candidates to openly run on a platform of impeachment. Given Obama’s approval ratings, such a platform would probably be a ‘plus’ even with many voters who voted for Obama.
