I think repeal is a pipe dream given it has never happened for anything I can think of outside of Prohibition but this is going to require money to implement isn’t it? Don’t all spending bills originate in the House? Wouldn’t a simple majority there b able to control the spending for it? For example, where would the 17000 new IRS agents come from if the House doesn’t appropriate the funds to hire them?

Slavery took a war, but repealing Prohibition took action at the Congressional level and 2/3s or 3/4s of the state legislatures to repeal Prohibition.

Nothing cannot be undone. It might not be easy. But it will get done.
