Coast Guard is technically civilian and is part of Homeland Security.
Navy sometimes will have Coast Guard on board for when they need to do boarding, and for legal reasons it needs to be “civilians”.

I can understand, somewhat, the tie-in with Homeland Security. The CG does patrol our coastlines to prevent illegals, drug/human smugglers, terriorists, etc., from entering illegally. They are doing what the Border Patrol could be doing IF the Feds would staff, arm and fund the BP.
