Many Dems did not want cap and trade and Obamacare in an election year. Obama, Reid, and Pelosi will decide regardless. This is high stakes politics. Obama promised that he would address comprehensive immigration reform in his first year. Before the mid-terms he wants to make this a high profile issue, albeit a little late.

Fiorina has already chimed in saying she wants a guest worker program included. The GOP establishment has been bought and paid for by the US Chamber of Commerce. The Reps are deeply divided on immigration. The Dems can exploit it. And they really have little to lose, especially those who have already voted for cap and trade and Obamacare, which is now becoming more popular if you believe the polls.
