The General Assembly, yesterday, approved a $28.05 billion general fund budget that is about a billion dollars less than what Gov. Rendell wanted but is still about $3 billion more than the state receives in revenues as pointed out by Nate Benefield of Commonwealth Foundation.

I thought States were required to balance their budgets.
I think Mickey Mouse is the author of Pennsylvania’s bipartisan “budgets” that come from the Republican Lt. Gov. Senate Leader Joe Scarnati and Democrat Governor Ed Rendell.
They are jokes.
Pennsylvania needs the tough hand of a Chris Christie like governor to slap things back into shape.
Here is what State Rep. Sam Rohrer said to the Reading Eagle about the budget: “The budget is unconstitutional and fraudulent. The revenue numbers are grossly overstated. This budget will go into deficit the day after the governor signs it. The next year is going to be an absolute disaster. You will see a gigantic tax increase.”
Rohrer ran for governor, but unfortunately was underfunded, and was defeated by GOP establishment hack Tom Corbett 68-32.
Ahh common. No constitution means anything anymore.
The Pennsylvania Constitution requires that the budget be balanced.

It also requires a budget be passed by July 1, and this is the first time on Rendell’s watch its been done on time.
Some states are but not Pa.
