NJ has been getting $0.60-$0.65 in federal services for every $1 in federal taxes it gets for decades now.
The federal government owes us billions in missing funds.
Not every state can be like MS or ND or NM and get back $2 for every tax dollar it pays.
It's all part of leveling the educational playing field. NJ subsidizes hell zone in New Jersey and crap states where they don't want to pay for it.
