Governments usually announce when a war is over-—even Cold wars. Usually. I’m sure we will be able to determine when the war is concluded when active combat and advisory roles/missions end and the deployed troops return to their Bases Stateside/Europe/Asia/Pacific.
Perhaps we can drag out Kissinger to declare victory and be done with it.
