Uhm, no. He was impeached for high crimes and misdemeanors. His act of perjury undermines the process of truth finding in a trial. If Clinton had successfully perjured himself, Paula Jones would have been denied a fair trial, in which she was litigating for the the truth.
To rectify, a note has been added:
“JohnQuincy Note: Clinton was actually not allegedly convicted by the House of Representatives of perjury to a grand jury and obstruction of justice and acquitted by the Senate on largely party line votes.”
