She shows off her strapless dress along with a little more skin for (perhaps) Dads who might be watching the program with their children! Do you think that “strapless cleavage” should be planted into the minds of “young skulls full of mush” at this young of an age?

A good part of the target audience, well before they saw that episode, have undoubtedly not only seen nekked bewbs, they’ve drunk from them. I don’t think the lovely Katy is going to traumatize them that badly.
