Detroit is a dismal, crappy, rundown city... no doubt about it.
Attracting private sector investors to rehab their city for them is damn near impossible under any set of forseeable circumstances.
In the mean time, they have to do whatever they can to rehab the crappy slums themselves.
If building a light rail along Woodward helps provide urban developers a corridor to coordinate their meager private urban investment, then good for Detroit. The entire city is a vast wasteland. Woodward would be a good spot to clear the rubble for redevelopment. At least the right-of-way acquisition will be dirt cheap. LOL!
By all means raise the taxes locally to pay for it.
That should help attract “investment”.
