It wasn't until the Starfish Prime experiment involving the explosion of a 3 megaton fusion weapon that EMP as a crippling phenomenon became a reality. And we already know the nations with such capabilities. Their capitol cities along with much of their countries would be vaporized in a sub-launched retaliatory strike. And they know this.
