This is crazy! There should be a way to negate all lame-duck-passed legislation as being against the will of the people. Better yet, this should be the last of these lame duck sessions. In a modern world, there is absolutely no reason for them.

An Amendment to the Twentieth Amendment is needed ASAP to limit the powers of the Lame Duck Congress and Presidency during the lame duck session.
Sample language could be as simple as:
"During the time period beginning on the day after elections for members of Congress or the office of the President and Vice President, which occur on the first Tuesday in November, and ending on either January 3rd for Congressional elections or January 20 for Presidential elections in the following year, no legislation will become law unless it is determined that such legislation is declared a national emergency. In order for a national emergency to be declared, a YEA vote of 3/4 of the Governors of the states is required."
