It doesn't have to come up in the House, Obama's been bypassing the legislative process by ordering various government agencies to act, or by executive fiat.
In this scenario, the FCC could simply "order" the major telecom's to turn over the keys, or Obama could do it by EO.
Scary huh? Just what a marxist/socialist/totalitarian like Obama wants - complete control. Think he's not watching what's going on in Egypt and thinking "hey, this is a GREAT WAY to stifle dissention here in the U.S.!"
