He’s absolutely correct.
There are new Medicare rules which
have newer, more restrictive thresholds for
administering medications and admitting patients .
If a doctor violates Medicare’s rules ( this has been law for years ),
the physician can be fined
with very steep penalties ,
even for a simple and accidental billing mistake.
And that’s just the beginning of the cascade of legal jeopardy .
No physician ever wants to run afoul of Medicare, it’s like the IRS on steroids .
Trying home care is the first hoop both your mother and her doctor must jump through .
