Not exactly. Someone on FR (I don't know who, or I'd give credit) put it this way: Under capitalism, the rich become powerful; under communism, the powerful become rich.
Another way to say it is that Communism is free enterprise for the apparatchiks.
Total control no competition. Pure capitalism.
