I know a retired prison guard who maintains that the best way to manage an inmate population is similar to that, but goes much further.
As he put it, "if the guards are doing their jobs, an inmate would do all of his time never closely associating with more than 4 or 5 other inmates."
By which he means, keep most EVERYBODY as separate as possible. Yard time, in small groups only.
Think about it. It would go a long way towards reducing many inmate problems, and is less stressful for all, including the inmates themselves.
As a guard, wouldn't it be easier to deal with smaller numbers? The social dynamic among the inmates would be different, too.
Split 'em up into groups who won't victimize each other. Do not allow gangs to develop, with the worst among them gaining thug power inside the prison itself.
Riots can be avoided, if they are never allowed to "organize" for any damn thing in the first place.
Know you are dealing with some of the worst attributes of human nature, and act accordingly. Don't let a single one of them get the upper hand, in any way or fashion, including ruling other inmates.

Sadly, even if they could go back in time, political correctness would not allow them (or us) to make different choices.
I doubt there's ever been an "effective plan for assimilation" in France or any other nation, including the US. Immigrants assimilate because they intended to assimilate when they immigrated to a different nation. Those who don't assimilate probably never intended that, and no government program would have or will assimilate groups who actually intend to simply transplant their culture and mores to a place with more economic opportunity.
Everyone needs to cast off the dangerous idea that government programs can bring about assimilation if the immigrants don't intend to assimilate.
They jailed, persecuted and fined Bridgett Bardot long ago for working to warn France this would happen.
