The 3 main branches of government are: Executive, Legislative, and Judicial.

The 3 branches to make laws, are House of Representatives, which are supposed to be closest to the people, therefore, they hold the purse strings, and only need a simple majority; the Senate, who works with the House on the wording of the final bill, and the President, who can sign the bill, or veto it. Vetoes can be overridden.

With a single vote over half the total, R’s control the third part of those branches, that is in control of the spending.
