Schwarznegger tried the same thing in California, but at least he was open about it: we would get our "lump sum" now and the investors would be paid back like bondholders for the forseeable future.

The same stupid reasoning was used to try and sell California state buildings, and then rent them back from "investors", i.e. crony capitalists. If they sold the buildings, and fired the people that were in them, great. But renting them back at outrageous rents?

Who was trying to fool who?
