How interesting....although the registar of course is a different person. That being said....quite interesting that an MD by the name of Richard K.C. Lee was around in those days...
We don’t know when the PDF/OCR effect to this doc happened. Could have been when it was scanned, or at the HI DOH as part of some digitization process.
But when it did, not all of the black on the doc was processed. This happens when the weight (thickness) or density (darkness) is too insignificant.
Those areas not processed remain on the background layer. Their edges remain antialiased (fuzzy).
Those areas that ARE processed are sharpened (similar to a gif) so that the OCR software can discern what corresponding font character to replace it with. However, for some reason this last step was not taken.
I don’t suppose there’s a way to find the names of all the registrars in the last few decades. Or if the one shown below is actually legitimate.

One problem is because the HI DoH is so corrupt - and it seems, all the state apparatus - it’s hard to know what images to trust. Now I’m wondering about the Nordyke bc’s.

If you 'batch up the previous week's forms and submit them all on Friday' then the forms from the 8th (Tue), and the forms from the 11th (Fri), would all be submitted, or filed, or stamped on Friday the 11th. That they were stamped and numbered slightly out of order is entirely possible.

I am not a technical guy, so I cannot address the rest of your comment, but I do know Hawaii’s digital process should be precluded as the culprit here. How do I know?

The WH insisted on NO electronic copies. It had to be a PHOTOCOPY of the ORIGINAL and CERTIFIED. It was then hand-delivered. No scanning was acceptable. The letter from the Department of Health in Hawaii apparently accompanying the two certified copies was dated April 25, 2011.
The correspondence released by the WH specifically states NO electronic reproductions were used. The Director of Health makes a point in saying in her letter, “I have made an exception to current departmental policy which is to issue a computer-generated certified copy.”
Had Hawaii stuck with their policy and issued a “computer-generated certified copy,” we could question Hawaii. In this instance, we cannot.
Whatever caused these layers, whether it was an innocent mistake or done with malevolence, was done by Obama’s people.

It should not just be “someone” to take it to court but someone thoroughly familiar with the law of the land regarding fraud and misrepresentation of an official document.

What are you saying? Interesting, but Richard K.C. Lee has a very extravagant and different signature than that UK L Lee guy. Can’t be the same guy. Wondering what you have found out.
Very few boxes fit your grid. Not sure what that proves. This writing appears to be perfectly centered, so it wasn’t written with a typewriter, as centering was too hard back then, and no clerk would have bothered. The other BCs from the time are NOT centered.
Since this in an “abstract,” I (no expert) figure it was printed electronically with the “facts”* and copied signatures of the original document.
* How will we ever know if all the facts are correct, from an abstract??
Exactly my point. Since Obama’s is a higher number than Nordykes, they should be in the same “batch”, but they’re apparently not since Obama’s was processed on the 8th but the Nordykes were processed on the 11th.
Could there be two different registrars signing on the same day? How many registrars were there at one time?
Obama had 2.5 years to make this; surely he would have copied the Nordyke registrar’s signature if he had to.
Lee, with the same little crooked signature, was also on other BCs.

Then there’s fraud in the legal sense.
To prove fraud in the BC or COLB sense:
1. Obama would have to release the exact same document but with an official embossed seal of the DOH of Hawaii on it - dated and signed.
2. YOU would have to convince a judge that the document under #1 has been doctored in one form or another...
3. YOU would have to convince the same judge to issue a subpoena to the DOH of Hawaii to have them open in court the file and document that the certified BC or COLB Obama submitted under #1 claimed to represent.
4. If it turned out that what was submitted under #1 was doctored and does not represent the official record as opened under subpoena - BAM! YOU GOT ‘EM!!!
This is why the likes of Leo Donofrio, Debbie Schlussel, and others keep targetting the courts, registrars, archives and other agencies that release certified copies of information. They understand that the COLB passed around without a dated, signed and embossed seal of the DOH of Hawaii is a ruse designed to keep people fooled and off track. Those fakes certify nothing for or against Obama, and cannot be used for or against Obama except in the arena of popular opinion.
Unfortunately, the media is helping Obama on that angle...and possibly Trump and establishment RINOs. Their goal is to paint detractors as fools...and they are winning.
All we have at this point is:
1. Debbie Schlussel receiving via FOIA a Selective Service Record that has been doctored. But that is all, i.e., all we know is that SOMEONE doctored the record - we can’t say it was Obama.
We DO NOT HAVE:
1. A properly certified and examined BC or COLB opened under subpoena in a court.
2. Certified copies of college transcripts and financial-aid records delivered and examined in a court.
3. Certified copies of previous and current passports and passport application delivered and examined in a court.
4. Certified copies of Immigration and Naturalization Service records delivered and examined in a court.
This is what is really frustrating the legal eagles and similar minded folks. Try as hard as they can - they keep getting “no standing” from judges, denials and runarounds from registrars, and FOIA paperwork that is heavily redacted with suspicious and inconsistent entries - that give hints but nothing more.
People think Bill Clinton was slick?
Obama and his helpers are 10X more slick.
Why? Because personally, the conspiracy theory I came up with was the following:
When Stanley Ann Dunham came home pregnant one day obviously as a result of statutory rape - Grandma visited the CIA who she knew was tracking the entire family and grabbed ‘em by the balls and said:
1. You witnessed and aided and abetted the statutory rape of my daughter.
2. You will provided her jobs for the rest of her life.
3. You will provide schooling for the rest of her life.
4. The boy gets to be a US Citizen.
5. The boy gets his way paid through schools of his choice...
...else...I call my local Congressperson and Senator and go to the media.
Somewhere down the road, either Obama realized, or a mentor realized, holy crap!!!...we can put this guy in office and no one can touch him!!!

I read an in dept explanation that a doctor’s signature was necessary for HDOH to issue a certificate!
Dr. Sinclair was NOT the delivery doctor, but that he examined the baby at the hospital location on 8/8-61 four days after delivery that did not take place in that hospital, and he signed the “b.C.” There are some smudges in his box and the mother’s box!!
On that day he sent the document off for further process!!!
If that’s the case, that the document could NOT be created before a doctor signed it, how was it then possible for SADO to sign the document the day BEFORE on 8/7-61, hmmm???

If the story is accurate, it could only have been done by the WH. And past experience has shown us Obama tasks out to some real dimwits, so true to form, his team screws the pooch yet again.
