They obviously got something on her.
I have a feeling there is more to this story than meets the eye. Brewer is no shrinking violet and has traversed a lot of blow back. She knows by now how to put a case together that will stick, and not something flaky that makes AZ a target in more federal crosshairs. Something didn’t quite gel for her to do a full throated veto.
Or else, you’re right, someone is messing with her.

You may be right.
1. If they have something on her; it is real juicy and very embarrassing.
2. Either she or her someone in her family is under serious threat.
3. Or she is just a RINO!
If in the future she announces she is not running again; to spend more time with her family. Then one or two above would apply.
Then again I could be all wrong...just speculating.
