The registration number is presumably assigned by the "Registrar General" whose dated signature appears on the document. Obama's supposedly was signed on August 8, 1961, (a Tuesday) and the Nordykes' were signed three days later.

I would assume by the ‘Registrar General’ OR someone duly authorized to act in his/her stead. That is to say, a clerk approved by the department and/or court.
If you deal with bureaucracies and/or the courts, you know that there are a number of duly authorized clerks designated to perform routine administrative functions for officials, among which would be the heretofore mundane assignment of registration numbers. It would be virtually impossible to get anything done otherwise.
It would certainly be interesting to know exactly how administrative functions were handled in the HDOH in 1961. But I’d bet the ranch that this whole line of argument comes down to the sequence in which the different birth certificates wound their way thru the administrative process.
In any case, I stand by my position that this is all a diversion from the real Constitutional question. And more’s the pity.
BTW, the Obama ‘personal attorney’ who flew to HI on the special mission is with the Perkins Coie firm of Robert Bauer, White House counsel who represented Obama in some of the eligibility suits before moving to the White House as his wife, Anita Dunn, departed.
