I don’t know who he is but after getting to the part of the story about time travel and Obama briefed in 1982 that he would be elected President.....

The headline's misleading. This isn't something that was published in the Washington Times. It's from someone who apparently works on their radio show, but it's not clear he talked about it on their program.
