This smells like Bill Ayers to me — anarchy, heavily armed leftists spilling over the border, para-military forces which hate capitalism and hate us.
Also, remember the Longbeach scandal? Bill Clinton administration. Clinton had been sucking up to China like a well trained toady — even dual use nuclear missile tech was traded for campaign cash. [Lorel for example.] Then came the AK-47s to Longbeach. While largely purged from google, I did find an FR post of someone else who recalls it:
