It wasn’t creative paperwork at all. Up until very recently they allowed anyone to register their birth no matter where they were born. It was just a filing thing to put on notice that you were born. It was never meant to mean that you were born in Hawaii, just that they were acknowledging the birth of a person. That the birth was being recorded in Hawaii ..

What are the odds that anyone believed that Sun Yat-sen was born in Hawaii? yet here is a copy of his Hawaiian certificate of birth
