I don’t know if others have read this or not, but I came across a fairly detailed ‘explanation’ that states the birth certificates were numbered by Region using a process that would provide valid sampling from remote areas.
One paragraph states “The answer to this question may have been answered in the 1961 Vital Statistics of United States Report in which it clarifies the manner in which birth records are assigned registration numbers. The guidelines in the report declare that registration numbers are assigned and stamped in the upper right margin of the certificates by the main office of each state’s Health department office in geographic order of their reception in the main office from the multiple local offices around each state. The certificates are not assigned numbers according to chronological birth order or alphabetic order.”

Has this theory/process been debunked? The writeup sounds plausible - I’m just curious why I’ve never seen it referenced here or anywhere else when reading about the number being out of order. It would also address the registrar’s signature being different than that on the Nordyke BCs - and support the opinion that the birth didn’t take place in Either of the hospitals claimed thus far, as one other example of the U. K. L. Lee signature was for someone born at Wahiawa General Hosp.
