By the HIPAA law, Kapiolani can't release information unless they have a signed authorization to disclose.
To me, this should be a time of great joy and celebration on the part of Kapiolani Hospital officials that Obama has released his long form birth certificate, because they can now come out at last and feel free to proclaim to the world that the President of the United States was born at Kapiolani Hospital on Aug. 4, 1961, something that they knew all along but could not say anything until now.
4. But, no. Instead of taking this wonderful time to start dancing in the streets with joy and happiness, Kapiolani Hospital officials remain CONSPICUOUSLY silent about the release of Obama's long form birth certificate. Why is that?
Because releasing the LFBC is not equivalent to signing a release of records. You can write a tell-all book with every detail of your gall bladder surgery, and the hospital still can't say a thing unless YOU SIGN A RELEASE. It doesn't matter what's out in the public domain, since the HIPAA law doesn't have an exception for that.
5. Also, we recently found out that when author Corsi visited Kapiolani Hospital after Obama released his long form birth certificate to ask hospital officials some questions, hospital officials chased Corsi away instead of welcoming Corsi with common courtesy.
Doesn't surprise me a bit. Any hospital I've every been associated with would probably do the same, with greater or lesser degrees of civility. And if he refused to leave, he would be escorted off the premises. From their point of view, he would only be there to make trouble by trying to get them to violate the HIPAA law.
For instance, if President Obama and his high-priced lawyers contacted Kapiolani Hospital officials TODAY and told them to allow a select group of reporters to look at his mother's Aug. 4, 1961 records, or Obama's high-priced lawyers will go to court to force Kapiolani Hospital to release his mother's records, do you really think that Kapiolani officials will tell the President of the United States and his high-priced lawyers that under no circumstances will Kapiolani ever release Obama's mother's records?
This is the single point of your post that makes sense. If 0bama signed a release, they could disclose his records. They still couldn't disclose his mother's, unless he was her executor or designated person to authorize. It's a 50-50 chance that he was the executor vs. Maya.

And why do you think that Obama or his sister Maya are playing hardball when it comes to release of their mother's Kapiolani Hospital records?
Could the answer be a simple one: Kapiolani Hospital and Obama are playing hardball with Obama's mother's records because (1) there are NO Obama mother's records to begin with, and (2) because Obama's mother was never a patient there on Aug. 4, 1961, the day Obama claims as his birth date.
And since Obama's mother was never a patient there on Aug. 4,1961, then it follows that there are NO Obama birth hospital records for Aug. 4,1961 either.
And if there are no records of Obama being born there on Aug. 4, 1961, then it follows that Obama cannot request the release of records that don't exist.
