This is technically true, since profiling that narrowly would only push any terrorist cells to find someone outside that group. However, in a more general sense, profiling is exactly what any good security arrangement *should* do. You waste time if you’re focusing on threats that don’t represent significant risks. No security environment can be totally secure; it’s all a matter of risk management. Looked at from that perspective, the government is saying that it’s ok that terrorists get through the screens all the time, because they don’t consider the risk (civilian deaths) to be unacceptable.

It depends what the motive is. If, for example, the motive is greed, then certainly you can recruit outside "the group." but if the motive is to kill all those who are not like the group, then how exactly would you consign that outside the group itself.
