Here, the Minor Court cites the first naturalization act of 1790 to the effect that persons born of US citizen parents outside the jurisdiction of the US are considered as natural-born citizens. So, here we can see that while the Minor Court only recognizes two paths to citizenship, birth and naturalization
it is clear that some persons who, at the time of their birth, are US citizens, require naturalization for such status. Just because it was in a Naturalization Act doesn't mean it requires an act of naturalization. Jeez, this guy stoops to Clintonesque levels of obfuscation.

The 14 amendment was clear that it was not redefining natural born citizenship. It requires a constitutional amendment to do that.
So, yes, Leo is correct. Two Mexicans can have a Child here and the child becomes a US citizen. He can grow up to hate the United states and wish for its demise, but he cant become president to fulfill that wish, with good reason. He's not an NBC, the child of citizens. His loyalty to Mexico would be honorably expected. Alwaki, the Yemeni, perfect example. Mom and Dad from Yemen, and born in the USA. Hates America, wants to kill all of us. Not eligible for the presidency.
