Executive Orders (EOs) are legally binding orders given by the President, acting as the head of the Executive Branch, to Federal Administrative Agencies. I suggest you move immediately to create an Office of Diversity and Inclusion to help pump up turnout in 2012. Don’t worry about the Constitution or Congress or funding, just issue an Executive Order. Let Valerie handle the finding issues. If there is any push back from Congress just play the normal card - that should shut them up.

Yeah we went over the racial makeup of fedgov the other day here.
Compared to the general population, whites and hispanics are underrepresented, and blacks overrepresented by about 50%.
So he’s gonna fix that, right, and bring us all within “quota”? Shur thing.
These people will of course only come from the ranks of accredited "victim" groups, to the systematic exclusion of designated "culprits". The Mad Hatter and the Red Queen would understand.

Any freeper who is currently jobless should sign up for a federal job to help control the system from within.
They can write “Bi” on the sexual preference of the application. Just MAKE them TRY to prove otherwise.
This could start a new movement:
The: “Bi-TEA-ME” or “Bite-Me” movement.
“Bi-Sexual (Quota use only) Tea Partier, Middle-Class Earner)
The goal to use quotas against them to flood the federal beuacracies with conservatives who then work from within the system to get more conservatives into the system to reform the system to shrink the government.
Plus if governemnt shrinks there will be more jobs anyways so any BI-TEA-ME people who lose the job during the eventual downsizing will be able to find work because we are far more competent than the typical Lib Worker Drone.
