I'd rather offer incentives to US citizens...

What is it that you people don't understand that it is NOT an "incentive!"

Why would we want to reward the off-spring of people from other states who don't get it?

Kids from other states can get the same deal if they live here for 3 years.

In state tuition certainly IS an incentive...for my family, anyway.

I don't necessarily want to offer in state tuition/rewards to folks from other states...but, I'd rather that "incentive" go to a US citizen before going to illegal aliens. It's an analogy.
