I think you are too concerned with a new way to feed the beast in Washington and overlook the very reason why the rule of apportionment was adopted by our founding fathers, which was adopted to prevent 51 percent of the nation’s population from using their vote to tax the property away from the remaining 49 percent of the nation’s population.

In addition, under Cain’s plan, a working person would not only pay a 9 percent tax upon every necessity of life he purchases, but an additional 9 percent on the wages he earns when selling the property each has in their own labor.

Is this in harmony with our founding father’s thinking? I think not:

“…..with all these blessings, what more is necessary to make us a happy and a prosperous people? Still one thing more, fellow-citizens—a wise and frugal Government, which shall restrain men from injuring one another, shall leave them otherwise free to regulate their own pursuits of industry and improvementand shall not take from the mouth of labor the bread it has earned. This is the sum of good government, and this is necessary to close the circle of our felicities“. Thomas Jefferson, First Inaugural Address

I think the answer to real tax reform is to add the following 32 words to our Constitution which would return us to our Constitution's ORIGINAL TAX PLAN as our founders intended it to operate:

The Sixteenth Amendment is hereby repealed and Congress is henceforth forbidden to lay ``any`` tax or burden calculated from profits, gains, interest, salaries, wages, tips, inheritances or any other lawfully realized money

JWK

Our federal government personifies a living creature, a predator: it grows, it multiplies, it protects itself, it feeds on those it can defeat, and does everything to expand its powers and flourish, even at the expense of enslaving a nation’s entire population.

Our biggest issue with taxation is representation.

We must not let our rulers load us with perpetual debt. We must make our selection between economy and liberty or profusion and servitude. If we run into such debts as that we must be taxed in our meat in our drink, in our necessities and comforts, in our labors and in our amusements, for our callings and our creeds...our people.. must come to labor sixteen hours in the twenty-four, give earnings of fifteen of these to the government for their debts and daily expenses; and the sixteenth being insufficient to afford us bread, we must live.. We have not time to think, no means of calling the mis-managers to account, but be glad to obtain subsistence by hiring ourselves to rivet their chains on the necks of our fellow suffers. Our landholders, too...retaining indeed the title and stewardship of estates called theirs, but held really in trust for the treasury, must...be contented with penury, obscurity and exile.. private fortunes are destroyed by public as well as by private extravagance.

This is the tendency of all human governments. A departure from principle becomes a precedent for a second; that second for a third; and so on, till the bulk of society is reduced to mere automatons of misery, to have no sensibilities left but for sinning and suffering... And the fore horse of this frightful team is public debt. Taxation follows that, and in it's train wretchedness and oppression."

Thomas Jefferson on Taxation And Public Debt

Keep in mind that normally Presidents might campaign on an idea that is expected to bend and compromise if it ever were to become law. It's pretty well established that Congress makes the laws.

Could I see a 9% FedZilla sales tax? Maybe. If they also shutdown the IRS, OSHA, EPA, NEA, repeal Obamacare, and pretty much permanently destroy the rest of the alphabet soup money wasters at the same time.

Give it a trial period. A couple years of no holds barred, rampant laissez fair capitalism, just to grease the machine. Find out if it can it be revived?

I'm enjoying an IRS audit regarding forms filed years ago. The glaring error is a form they lost somehow. I can't afford an accountant.

I'm giving an ear to anyone who wants to talk about fedzilla and it's wasted time and money for all involved.

I'm particularly impressed with these comments;
The Sixteenth Amendment is hereby repealed and Congress is henceforth forbidden to lay ``any`` tax or burden calculated from profits, gains, interest, salaries, wages, tips, inheritances or any other lawfully realized money
