That happened in New Orleans and I will quote a certain Army Colonel that stopped by my rural home to check on me and my family:

“You people certainly know how to handle a disaster... where I just came from... the people that we were trying to help were shooting at us”. All I had done was offer him and this Lt. (female) that was with him a cold drink (genset here) and some hot grub.

The police here just said, “If you have to take out anyone threatening you or your family... just leave them in a ditch face down... we will get to them eventually". We were also under Martial Law at the time. EVERY real American that I dealt with during the aftermath were armed... and courteous. Neighbors looked after neighbors.

LOL. On day three, with the power still out, the Red Cross from Nebraska stopped by offering MRE's ... we offered them some of our freshly cooked spaghetti, garlic bread, green salad and wine.
