Sorry my bleeding heart friends but you need to ignore excuses, toughen sentences, make incarceration less pleasant, shorten court waiting lines, and ... drop 'self esteem' from your lexicon.

Because of dangers involved in not knowing who has stopped to help you, my procedure for offering help has changed. I now stop a goodly distance away so as to not present a threat. Then I call out loudly, asking if the person needs help. A couple of times, women have shown their cell phones indicating tha tthey had other means of dealing with the problem. I believe that this approach kept those women from being afraid.

Sorry, I don't have a problem with this. When these pro-pesters endanger others with their silliness (i.e. throwing rocks), why would anyone think the police should do otherwise?
And where there IS punishment, it is all too often overwrought. Minor paperwork transgressions can lead to severe jail time, etc. Easier to administer quota punishments on the compliant than the combative (ex.: how much money & manpower is expended by TSA to achieve what ends, vs. ghettos & border zones with what amounts to “don’t go there ‘cuz the cops won’t” signs).

There is no ‘veneer’ - civilization is not a static wooden artifact . Survival is the basic human instinct and in times of stress or adversity - motivates.
Depending on the virtues and values that are passed to our progeny - there will be the godly and the barbarians.
The virtuous survive because they protect their own - tribal safety in numbers. The barbarians fail - because they are fundamentally selfish. JMHO
