The constabulary will be hard pressed to come with a charge, but no doubt they will. Reckless operation if they were wearing moose heads that obscured the driver’s vision. Causing a public nuisance if they were causing other drivers to not focus on their own driving. An improperly secured load by the looks of the way the dummy is lashed down.
Just guessing.
Yah it is funny but people can get hurt.
