Federal regulators gave the Bay Area a clean-air stamp of approval Monday, saying the nine- county region not only meets federal guidelines for smog-forming ozone for the first time, but is the biggest metropolitan area in the nation to make the mark.CARB has been out of control for 16 years.[clip]
The only damper is that California has even tougher standards for ozone than the federal government, and the Bay Area exceeded the state standard 14 times last year. ``But in 1969, we exceeded it 90 times,'' said Feldstein, ``so that is a lot of progress.''
