I have spent 21 years with the Department of the Army spending most of September 30 in the office past midnight receiving incoming funds, committing and recording obligations that get barracks built or painted and upgraded, latrines repaired and DFACs built, etc, etc. Those quality of life issues that seem to be at the bottom of the spending priority lists.
