I could see a moon colony being an outstanding retirement home for seniors and other people with limited mobility. The 1/6 gravity would significantly reduce mortality from hip and pelvic fractures and then the low gravity would be a boon for paraplegics and amputees.

Another big thrill from having such a colony would be that the poor stiffs in SETI (Search for Extra Terrestrial Intelligence), listening to headphones and staring at video screens would finally be able to monitor radio/TV signals from an actual extra-terresrial source.......after what; 40 years or more? Because they’re not likely to hear any from anywhere else./Sarc.
I actually don't see a conflict. I'm no lawyer but I can weasel profit from beneath that language. Everyone would benefit from more resources, raw materials and pharms
of course I didn't read the article so this may be in there but - Earth orbit platforms, habitats and service stations are necessary to build and sustain a presence on the moon. Carrying everything from A to B would not work.
Since Allah is the Moon god, maybe the Saudis will contribute in a meaningful way. They can build a Moon mosque in which to store ray guns and lasers...and foment hatred of Space Jews.

No No No, we need to help establish a colony of Jewish people on the moon, that way whenever those knuckheaded savages that worship the moon look up at the moon the bile in their tummies starts burning a hole in their organs because there won’t be a damn thing they can do about it and since the Jewish folks were the first there they would have no “right to return” to even claim that they should be taking over the moon either.
