Of course it did. Even in horrible times, the Lords and Ladies who work for the government increase their wealth on the backs of the taxpayer serfs. This is the AVERAGE government worker. Does the average private sector worker get this much? Or if he does, does he have ironclad job security? The government worker class truly are the privileged.
