I know it was reinstated, but do not know the year that that had occured. All I can tell you is that when I went to do it (I believe in early 1976), I was told it was no longer required.

The registration requirement was suspended in April 1975. It was resumed again in 1980 by President Carter in response to the Soviet invasion of Afghanistan. Registration continues today as a hedge against underestimating the number of servicemen needed in a future crisis.

It was part of Carter's response to the Soviet invasion of Afghanistan. Selective service registration was restarted. Boycott of the Moscow summer games and a grain embargo also. I was born in Jan of 1960 so I was in the first month that had to register. My buddy that was born the month before me on Dec 20th, didn't. Always remembered that for some reason. You had to show your registration card when you applied for student loans and grants.
