During the 2010 election I was handing out campaign materials outside a polling place in NE Philly. A couple of guys in union jackets came out and walked past me and I could hear one guy asking the other where they were going next.

The Philly papers have been full of the usual teeth-gnashing about how rare vote fraud is. No, it is quite commonplace - what is rare is to actually catch it. Now it can be blocked and the dead can rest in peace on Election Day.

How will this affect the 100% Obama-supporting voting districts in Phila? How will this be enforced? How do we know they won’t turn a blind eye in asking for the ID?
