Well, with all that surplus money just lying around, the government needs to spend it on something. Biggest seller of the season seems to be guns and ammo. They’re flying off the shelves. And they might as well beat the last minute Christmas crush. You know. Get it before its gone.

It is not a state secret. It is called “procurement.” Lots of government agencies do it. A halfway competent writer would have looked up the history to see if a purchase of this much ammunition is out of the ordinary, or if it tracks with what has been purchased in past years. You're probably right. Sadly I lost all my guns in a boating accident. The wife left the gun bag in the dingy we were towing to Catalina Island. Whole bag musta popped out on the way over. I'm still heartbroken about it......
Alliant Techsystems does most of the bigger stuff while smaller calibers like pistol calibers are standard suppliers like S&W.
