Ed Hale is not a private investigator. At the time he was a cattle rancher in Texas. Ed Hale HIRED a private investigator in Hawaii who was paid by the plains radio listeners. IIRC, The investigator was to make three copies. One copy was to be sent to Ed Hale, the other two to the two people who donated the most for the investigator. Either the investigator was to make three copies, or Ed was to make copies and send them to the top donators so they could view the documents before they became public.
